Point Lisas Industrial Port Development Corporation was proposing to upgrade the backland surfacing behind Berth 1A and Berth 4 as part of its overall infrastructure development plan. The surfacing provided with the wharf construction was a bi-product slag material which was suffering from erosion under the operational equipment. Nigel Nixon and Partners, Inc. were retained by PLIPDECO in 1995 and 1996 to provide alternative designs for pavement strengthening and the provision of a new surface course. The existing slag material was to be considered for reprocessing as a competent base material. The scope also included preparation of construction documents.
